Educational Resources for Youth Aging Out of Foster Care

College Bound Program

This County-funded program provides $20 per day to help pay for living expenses.

Eligibility requirements:

  • High school Diploma or GED
  • Aged out of foster care in Cuyahoga County
  • Enrolled in a degree, certificate, or other accredited program at a college, university, technical, or vocational school
  • Registered for full time credit hours per quarter or semester, including summer sessions
  • Students must maintain a 2.0 GPA
  • Must be younger than 23.

You must submit your class schedule and grades every semester or quarter to verify your continued eligibility.

 

Educational Training Voucher (ETV)

This need-based program provides up to $5000 per year toward educational expenses for youth who were in foster care. Funds are available on a first-come, first-served basis, and can be used for anything that furthers your educational pursuits, including books, transportation, living expenses, and more.

Eligibility requirements:

  • Aged out of foster care in Ohio or adopted from foster care after your 16th birthday
  • Accepted or enrolled in a degree, certificate, or other accredited program at a college, university, technical, or vocational school
  • Must have an email account
  • Must apply before age 21
  • Must maintain a 2.0 GPA

You must reapply every year and submit your grades and course schedule to the ETV coordinator each semester or quarter.

 

The Sullivan-Deckard Scholars Opportunity Program

This program provides an opportunity for highly motivated youth who are aging out of foster care to pursue an undergraduate degree at Cleveland State University. This four-year scholarship includes funding for tuition, books, fees, and year-round campus housing. Sullivan-Deckard scholars also benefit from a system of support that is customized and structured to meet their academic, social and financial needs.

The program helps students make a smooth transition to independent living, develop personally and professionally, and ultimately earn a Bachelor’s Degree.

Ohio College Opportunity Grant - Free Application for Federal Student Aid (FAFSA)

Grants – money you don't have to pay back – are available to degree or certificate -seeking students based on financial need.
